On 6th of July, 2010 Mid-year National Analytical Conference of Civil Affairs successfully was concluded. Li Liguo, Minister of Ministry of Civil Affairs, Luo Pingfei, Jiang Li and Dou Yupei, Vice Ministers of the Ministry of Civil Affairs, and Chen Chuanshu, Member of the CPC Party Group of the Ministry of Civil Affairs, Deputy Managing Director of China National Committee on Ageing and Director of China Association on Ageing attended the conference. Jiang Li presided over the meeting.

Minister Li made a comprehensive summary over the work in the first half of the year and his talk centered around the guiding line of “inheritance and innovation”. He specified tasks that are to be fulfilled in the second half of the year, elaborating on the significance, principle and strategy in the promotion of the reform and innovation in the field of civil affairs.

As he pointed out, reform and innovation are the most dynamic driving force, and the most striking highlights of modern civil affairs work, as well. The concepts of from a series of ideologies such as “people-oriented awareness”, “people-oriented civil affairs”, “modern civil affairs”, “comprehensive civil affairs” and “intimate civil affairs service”, the formation of the urban-rural social relief system, the benef-all social welfare system, and the building of social workers, in fact, best illustrate the further deepening of the reform and innovation; the solution to the difficult problem of expenditure-driven poverty, the establishment of modern disaster preparation system, the advancement of the socialization of elderly service industry and the guarantee of funeral and interment relief have helped greatly to enhance the promotion of the reform and innovation; and the achievements in the building of the trans-departmental comparison and verification system of family income, the trans-departmental resource sharing system for community service information, the “one-stop” community affairs service platform and medical assistance service mode well serve as examples of the reform and innovation.

All the members attending the conference had group discussions to exchange their views on the theme of deepening the innovation in the area of civil affairs.
